Program Lead for Impetus Institute, a New Platform for Metascience

The Federation of American Scientists seeks to hire a Manager or Senior Manager to help lead the Impetus Institute, a new metascience policy initiative devoted to collecting and curating insights on structures, incentives, and organizational models that might augment the returns from federal investments into science ecosystems. 

The Manager or Senior Manager would work alongside organizational leadership in designing and executing a programmatic vision to build a Metascience Community of Practice among researchers, industry professionals, government policymakers, and other stakeholders committed to advancing research and the implementation of effective science and innovation policy. 

A successful candidate for this role would blend program manager, network-building, and policy experience with a background in the economics of innovation as well as a broad swath of metascience applications in a variety of areas, such as biology, data science, and social science. 

Essential Functions 

  • Identify, manage, and grow the relationships of key metascience stakeholders across academic, industry, funder, and federal government settings;

  • Design venues for high-leverage collaboration among these communities towards the goal of establishing a Community of Practice; 

  • Represent FAS in relevant events, conferences, panels, and workshops, and actively engage with other organizations and individuals in the metascience policy and academic community;

  • Publish on topics aligned to the metascience, including but not limited to novel methods of pursuing R&D and or innovation, evaluating policy, and rendering budget evaluations;

  • Drive the implementation of federal policy ideas generated by convenings, a Community of Practice, and other sources;

  • Oversee the advancement of new initiatives that align with the core work of the Impetus Institute and its mission to support the federal government in making R&D investments that are as strategic and effective as possible. 

Experience and Qualifications 

FAS is seeking an entrepreneurial, ambitious, and resourceful individual who brings management and subject matter expertise to the role. This person should have the ability to live with and thrive in ambiguity and has previous job experience in similar dynamic environments. 

Strong candidates will have the following experience and qualifications: 

  • A track record of ideating, building, aligning, and independently managing a variety of projects under a common vision and banner, with high attention to detail, and a knack for thinking outside the box;

  • Top-notch research, writing, communication, and organizational skills. Primary research experience is especially welcome;

  • General knowledge and interest in fostering an experimental approach to federal science and grantmaking, unlocking new, high-leverage datasets, testing “what works” in policy, and exploring other methods to improve the overall efficiency of federal science programs;

  • Experience working in an entrepreneurial culture, recruiting people, building partnerships, designing convenings, and collaborating across diverse interest groups; 

  • A minimum of 5 years of professional experience working in academic, science and technology industry, economics, philanthropy, and/or relevant federal policy fields;

  • A commitment to diversity, equity, and inclusion and pursuing it within the mission of FAS;

Work Environment 

This position will be a hybrid role, meaning that both remote and in-person work can be accommodated. 

Expected Salary: $65,000 – $125,000 annually, depending on experience.
